Sindh Assembly passes bill to regularize contract, ad-hoc employees
KARACHI, Mar 14: Sindh Assembly here on Thursday unanimously passed a bill to regularize all the contract and ad-hoc employees of provincial government departments.
When Minister Muhammad Ayaz Soomro introduced the Bill No 24 of 2013- The Sindh (Regularization of Adhoc and Contract Employees) bill, 2013 the MPAs of PPPP raised slogans. People sitting in the visitors’ gallery also raised pro PPPP slogans.
Leader of the opposition Syed Sardar Ahmed (MQM) requested the mover to defer the consideration of the bill till tomorrow, as the number of adhoc and contract employees and their other details were not mentioned. He feared that passing of this bill in this hurried manner was not legal as it would give a “blank cover” to a large number of employees who may not be recruited properly. He said let the treasury and opposition discuss the matter and consider the bill tomorrow. He said his party was not against the regularization of the contact employees, but they only wanted that this law may be passed in transparent manner. However, the mover pressed for consideration of the bill at once and subsequently it was passed unanimously.
The house also passed Bill No 22 of 2013- The Sindh Compulsory Iodization of Salt Bill, 2013. Sindh Law Minister withdrew the Bill No 23 of 2012. The Sindh Civil Servants (Second Amendment) Bill, 2012 and instead introduced the Bill No 24 of 2013. The Sindh Civil Servants (Second Amendment) Bill, 2013 which was passed by the house. Arif Mustafa Jatoi moved two amendments against re-induction of retired officers, own pay scale culture and absorbing officers from other department and giving them promotions. He quoted the budget speech of Sindh chief minister Syed Qaim Ali Shah and the manifesto of PPP regarding their promises of transparency and merit in the matters of government employees. However, his both amendments were rejected. The house also passed the Bill No 25 of 2013. The Sindh Tenancy (Amendment), 2013.
